This quote means that what a promise is a promise. A promise if your word. When you promise someone something they are relying on you to be responsible and trustworthy. They don’t expect you to lag and be an irresponsible because that’s not what you promised you would do. An example would be that your best friend invited you to go over to her house and you told her that you would be there in 5 to 10 minutes and that you are on your way. She is obviously so excited for you to show up because you are her best friend and she is counting on you. 45 minutes have gone by and you still didn't show up. You have several missed call from your best friend whom you refuse to answer because she is expecting you but in reality you weren’t planning to show up in the first place. Not only did you lie to your friend but it is most likely that you broke the strong bond you guys had between each other. You gave her your word and promised you would show up but you let hersdsdsdsdsddown anyway
